Citizen Participation in Local Government Policy Implementation in Sleman Regency

Citizen participation has become an essential component of democratic governance and plays an important role in improving the effectiveness of public policy implementation at the local government level. The involvement of citizens in governance processes allows governments to better understand community needs, enhance policy transparency, and strengthen public accountability. This study aims to analyze the role of citizen participation in the implementation of local government policies in Sleman Regency. The research employs a qualitative approach using a case study design to explore participatory governance practices implemented by the local government. Data were collected through semi-structured interviews with government officials, community leaders, and local residents, supported by document analysis and observations of participatory planning activities. The findings reveal that citizen participation in Sleman Regency is facilitated through several mechanisms, particularly participatory development planning forums such as Musyawarah Perencanaan Pembangunan (Musrenbang), community meetings, and collaboration between government institutions and civil society organizations. These participatory mechanisms allow citizens to contribute to development planning, monitor policy implementation, and communicate community needs directly to government authorities. The study also shows that citizen participation contributes to improving policy relevance, strengthening public trust in government institutions, and promoting transparency in governance processes. However, several challenges remain, including uneven levels of participation, limited access to information, and representation issues in participatory forums. Strengthening institutional support, improving public awareness, and expanding inclusive participation mechanisms are therefore essential to enhance the effectiveness of participatory governance practices. Overall, this study highlights the importance of citizen participation in strengthening local governance and improving the implementation of public policies in Sleman Regency.
